Independent peer review of the Preliminary Strategic Outline Business Case for the redevelopment of Stratford Station, a major east London interchange. The review tested the case against Green Book and DfT appraisal expectations, anticipated likely areas of government scrutiny and set out a recommended scope for completing the SOBC.
