Three linked commissions supporting the Council’s planning and housing policy:

• Independent assessment of CIL allocations. An independent moderation of bids for Community Infrastructure Levy funding, assessing each against the Council’s criteria and the available infrastructure funding envelope to support transparent spending decisions.

• Office-to-residential conversions. Evidence base for a potential Article 4 Direction removing permitted development rights for large-scale office-to-residential conversions, helping the Council manage the quality and impact of new homes created through change of use.

• Houses in Multiple Occupation. Evidence base bringing together housing, licensing, deprivation and planning evidence at ward and neighbourhood level to consider an Article 4 Direction and an Additional Licensing scheme, and to inform future Local Plan policy.
